When buying Ukrainian-made agricultural equipment, a farmer can get back a quarter of its cost through a state program. But the compensation program has clear eligibility rules, application deadlines, and restrictions - and missing them can mean losing out on the payout. Here's how the program works in 2026 and what to check before buying a front loader or other equipment.

What the 25% Compensation Program Is

The program operates under Cabinet of Ministers Resolution No. 130 and is part of the state's "Made in Ukraine" strategy. A farmer buying Ukrainian-made equipment gets back 25% of its cost, excluding VAT. Compensation applies only to equipment that contains at least 60% Ukrainian materials and components and is listed in the Ministry of Economy's official register - as of 2026, the list includes more than 11,800 pieces of equipment from 138 Ukrainian manufacturers.

Certain categories - combines, tractors, self-propelled sprayers, and grain trucks - have additional special conditions, so it's worth confirming whether a specific model meets these requirements before buying.

Special Terms for Frontline Regions

In April 2026, the government expanded the program for farms in frontline regions. If 80% or more of a farm's land is located in combat zones, the compensation rate rises to 40% of the equipment's cost - instead of the standard 25%.

Who Qualifies and Under What Conditions

Program participants can be legal entities or individual entrepreneurs whose core activity is supplying agricultural goods. Key conditions:

  • equipment must be purchased after April 8, 2024;
  • leased equipment does not qualify for the program;
  • the maximum compensation per buyer in 2026 is 86 million UAH;
  • there's no limit on the number of applications a farm can submit per year;
  • equipment purchased with compensation cannot be sold for three years - otherwise, the full compensation amount must be repaid.

Equipment can be purchased either directly from the manufacturer or through a dealer - as long as the supplier is listed among the manufacturer's approved dealers.

How to Apply: Deadlines and Step-by-Step Process

  1. Choose a model of attachment or equipment from the Ministry of Economy's official register.
  2. Pay for the purchase through an authorized bank - only banks that signed a memorandum with the Ministry of Economy participate in the program.
  3. Submit the compensation document package through the same bank used for payment.
  4. Wait for the funds to be transferred - the Ministry of Economy approves the monthly distribution of budget funds among banks, and the bank transfers the compensation to the buyer's account within three business days of receiving the funds.

Deadlines matter: for equipment purchased during the year, the application must be submitted by December 10. For equipment purchased between December 10-31, the deadline is April 1 of the following year.

The most common reasons for rejection are: the equipment isn't on the official list, an incomplete document package was submitted, or errors were found in the paperwork. If rejected, you can reapply, so it's worth carefully checking all documents before submitting.
